Substituted Evaluation
Canada’s goal is to attract skilled workers who will become successfully established in Canada from an economic perspective. To this end, Canadian Immigration authorities have designed a selection system based on education, language skills, experience, age, arranged employment, and other adaptability factors that, in theory, demonstrates the applicant’s likelihood of becoming economically established in Canada.
The Canadian government recognizes that the points awarded under the skilled worker selection system do not always accurately reflect an applicant’s chances of successfully settling in Canada. As a result, Citizenship and Immigration Canada Officers are authorized to substitute for the criteria listed above their evaluation for the likelihood of the applicant becoming economically established in Canada, and to accept or refuse the applicant no matter what points are awarded.
Substituted evaluation is not the same as Humanitarian and Compassionate grounds. The Minister of Citizenship and Immigration, in compelling circumstances, may grant a Canada Immigration Visa to anyone who is otherwise inadmissible.

Would you please explain why the immigration officer would refuse a person that has 67 points or more? And in this case it is after interview or before it?

I’m mexican, I have ten years living in the United States but I’m not happy because I’m illegal alien and I would like to go to Canada if I can have some possibility to be there as a legal immigrant.

I am a single mohter with one (1) son. He is turning 5 this January 16, 2009. I want to give him good education and good life in the future. I am a supervisor in one of the biggest companies here in our country but my salary is not enough because I’m still helping my ill mother for 8 years already. And I am also helping some of my brothers.
